This is the Hunter-Killer Light Cruiser (CLK)-002 "Emden", one of Limit Breakers first but most effective light cruiser designs, its primary purpose was escorting cargo vessels through hostile or neutral regions, it was also able to be used in large scale fleet battles, capable of dishing out massive amounts of damage at most angles while being able to take some itself. although considered outclassed by modern standards by Limit Breakers, mostly due to the presence of the Advik class CLC's; it can still be used to devastating effect by civilians or scavengers (primarily a cannon fighter, and incredible at doing so, able to beat a great chassis as long as youre running a good crew.
